What did Wolfowitz think of letting Russia into NATO, back when Russia was asking?

Inquiring minds want to know. I'm sure his answer is: we should have ringed Russia with NATO countries, anti-missile defense systems, and armies upon armies waiting to cross the border at a moment's notice.

It's the only way to be sure.

Besides, thermonuclear war will pay for itself, with all those used bombs we have to replace with new ones!
