Happy Birthday, Congress

In New York, Congress assembled for the first time under our new Constitution.

The House record on that historic date:

This being the day fixed for the meeting of the new Congress, the following members of the House of Representatives appeared and took their seats...A quorum of the members not being present, the House adjourned until to-morrow at eleven o'clock.

A quorum materialized on April 1.  And the Senate:

This being the day for the meeting of the new Congress, the following members of the Senate appeared and took their seats...The members present not being a quorum, they adjourned from day to day...

After agreeing to write a few letters to absent members requesting they actually show up, the Senate formed a quorum finally on April 6.  Everybody was probably late because of the TSA...
