The Fight Against Terrorism Must Get Carded A Lot

Um, huh?

A new Army manual bans torture and degrading treatment of prisoners, for the first time specifically mentioning forced nakedness, hooding and other infamous procedures used during the five-year-old fight against terrorism.

Don't get me wrong: it's great that the Army now bans some forms of torture and shit. 

But the fight against terrorism is only five years old?  So Clinton's successful prosecution of the WTC93 and OKC95 bombers weren't part of the fight?  His prevention of the Millennium Plot was part of the fight?  His cruise missile attacks on Sudan and Afghanistan (that admittedly failed) in response to the Embassy attacks weren't part of the fight?  The drop in terrorist incidents during the Clinton years (in contrast to the rise under Bush) wasn't part of the fight?

You mean, only Bush has stood up to terrorism?  Guess I didn't get the memo...

The thing that struck me when I read that article was that they've officially banned the things we know about. So what else are they doing that we don't know about?
